I think it's just one of those things the elect not to include to keep the cost of the house down. While looking at existing homes in tv i noticed troughs in the yards of the homes without gutters. It was one of the first things we did when we got here. We went with the 6" gutters instead of the 5" the builder had on the front of the house.
Fwiw we used the guru gutter guys, part of the same company that is the solar guys and the roof guys. The did good work and many of our neighbors did the same.
